The Government of the Lao PDR has been continuously developing the telecommunications system according to the Master Plan, which is considered the bedrock for the development of a comprehensive telecommunications system, with the Ministry of Communications, Transport, Posts and Construction serving as the director and manager. In this regard, the Lao Post and Telecommunications Company is a 100% state-owned enterprise and the sole operator.

1994

The government has extended an invitation for private sector participation in telecommunications ventures within the Lao PDR. Shinawatra International Company Limited (Public Company) has seized this opportunity to collaborate with the government, forming a joint venture named Lao Shinawatra Telecom Company Limited. This entity is poised to execute the third phase of the telecommunications development project, aligning with the government's overarching master plan.

1995

In 1995, the government enacted a policy to bifurcate the Lao Post and Telecommunications Company into two distinct entities: Lao Post Company and Lao Telecommunications Company.

1996

In 1996, as the demand for telecommunications services in Laos experienced a swift surge, the Government of the Lao PDR collaborated with Shinawatra International Public Company Limited to establish Lao Telecommunications Company Limited. This entity was a consolidation of Lao Telecom Company Limited and Lao Shinawatra Telecom Company Limited. The governmental stake comprised 51% of the shares, while Shinawatra International Public Company Limited held the remaining 49%, under a concession agreement spanning 25 years.

September 11, 1996

Lao Telecommunications Public Company Limited has commenced operations to offer a diverse range of telecommunications services, including fixed telephone lines, mobile phone services utilizing GSM and CDMA digital systems, internet connectivity, and other ancillary services.
